Rebuild init scripts on source file updates #3273

The resulting script is not removed by 'make clean' or rebuilt
when the source files are changed. Users with long standing git
trees may find their init script is out of date.

A make clean target might be a good idea as well, but this would be the more pressing need.

For the record my zfs init script was dated December 2013 until today. :/
