Add rotated detection

Summary

Add rotated detection task to OTX2.0
The only difference between instance segmentation and rotated detection happens predict.
In predict phase, instance segmentation returns mask and bbox which wraps mask
In predict phase, rotated detection returns rotated bbox from mask
