Limiting Integration Tests on Python Versions

As it stands, OSB currently runs integration tests on all python versions it supports. A discussion was started in this PR but can be continued in this issue.

Describe the solution you'd like

OSB should dynamically run integration tests on the latest 3 python versions instead of all python versions (as it does now). Open to other ideas as well!
