11/3/2022: OpenFHE Encrypted Circuit Evaluator v1.0 is released

Initial prototype release translated from the PALISADE version
Tested with OpenFHE v.1.0.1

Updates from Palisade version:

added STD128_OPT as input selection.
split TB_crypto files into TB_md5 and TB_sha256 as the runtimes for both are long.
