remove data connections tab when connection types is enabled

Description

While we figure out whether the connection types feature flag will persist or not, we should ensure all data connection related UIs are turned off when connection types is turned on.
This change simply conditionally renders the project details data connections tab.

How Has This Been Tested?

• enable the connection types feature flag disableConnectionTypes
• create a project
• go to the project details
• observe the Connections tab is present while the data connections tab is not
