[Revert] b7a868f3415cb0e37ec5ec39cdddd7a3 commit for 1.22 upgrade

What this PR does / why we need it:
When 0.14 sync from upsream to downstream, we didn't have go-toolset:1.22 so we should modify some to use 1.21.
This pr is reverting the commit (b7a868f#diff-61358711e980ccf505246fd3915f97cbd3a380e9b66f6fa5aad46749968c5ca3)
