according to dockerhub:

Experimental CircleCI images for PostgreSQL.

Extends the official image of PostgreSQL to be friendly to use in CircleCI for testing.

I guess it makes sense to switch to using the official docker image since we are not using circleci (did we use it in the past?)

I know we used CircleCI in the core repo before migrating to GitHub actions, it was the same in contrib as far as I can see. (#328)
