SQL92 and CouchDB sanitizers (proof of concept) #4595

This is an example of a solution for #4593
A parameterized sanitizer would be a better solution (in this PR I just cloned the original into a second CouchDB-specific sanitizer). I couldn't figure out quickly how to parameterize a jflex parser.

Thanks. I've been looking through their issues. It seems to be requesting an overly broad OAuth scope from GitHub, and as a result wants to be authorized to see in an org of which I'm a member. But this contribution is a personal one. Looks a bit like this: cla-assistant/cla-assistant#78 but that one was fixed long ago. Could also just be a bug in GitHub's OAuth implementation.
