Requested change: Successfully process makefiles without the 'experimental' rule and fewer simulators than the full open-simh packaging.

Requested change: Permit makefiles without the 'experimental' rule and
fewer simulators than the full open-simh packaging.

Note: Must explicitly check for orphaned simulators, i.e., the script
did not find or parse rules to build a simulator that is expected in the
packaging (see cmake/simgen/packaging.py)
