Currently, building the Docker image with a fresh cache takes around 25 minutes on my machine (~16 minutes in GitHub Actions). Most of this time seems to be spent compiling R packages... which strikes me as odd given that there's no R code to speak of in this pipeline. I suspect the layers are leftover from an earlier iteration of the pipeline.

I suggest that we audit each line of the Dockerfile and delete anything superfluous.
