#2743 adds caching for when a user is recompiling source code for which they already have an artifact for.
Sometimes however we don't want to use this cache and so it would be good to be able to force a recompilation without having to manually delete this artifact.
Happy Case
nargo compile --force should force a full recompilation of the source code even if we already have an artifact.
Alternatives Considered
Some thought should go into handling nargo execute, etc.
