This is ntirpc, so not Gerrit.
Anyway, this looks like a good fix. I was seeing similar problems,
and ended up removing all calls to it and carrying around a full
timespec until the last possible moment in epoll.

this causes issues when recalling delegations in nfs-ganesha
rpc replies are randomly assumed timed out because timespec_ms returns wrong values
