[Add] Custom Base ApplicationEngine Class #3795

Description

This PR add ApplicationsEngineBase to neo-build. This abstract class allows for other classes to inherit from it. Also, I'll be adding in the next series of PRs. This in includes sink message logging, data export, unit tests and various other features to and for ApplicationsEngineBase.
