[bug] Populate available conda environment for cdsdashboards and launch dashboards successfully #1019

Describe the bug

Currently as it stands there are no default environments for users using cdsdashboards. Due to #1003.

Expected behaviour

There should be an environment selector in cdsdashboards and the dashboards should launch properly.

Actual behaviour

No environments for user and fails to launch.

This is a short term fix for conda-store environments being shown in
cdsdashboards. Longer term we will need to consult the conda-store
rest api or filesystem for available environments (for 0.4.x release).
