Relied on `setup` dir assets, and isn't something we'll be using since we're running this system in production

In https://github.com/mozilla-it/webservices-infra/pull/3075, we imported all of the Terraform and resources used by Terraform, such as table schemas and queries, into
mozilla-it/webservices-infra. Now, all Terraform used by this project is managed in that repo. With that, we can delete those resources from this repo.This might not be the "final home" for all of these resources. For example, it may make sense to keep the table schemas and queries in this repo in case we every wanted to try setting up a totally-local development environment using a Bigquery emulator. But for now, the goal was to consolidate everything into one place.
In addition to the Terraform and resources, we also delete documentation that referred to and other scripts that used those resources.
