Pick up additional tzdata fixes

Summary

There were additional fixes to the tzdata made in the icu-data repo that we want to pick up those updates in MS-ICU as well:
unicode-org/icu-data#19

Ran our internal script on top of the updated file, and updated the changelog file for this change.
