Steps to reproduce

When I press on 'Remap a key' or 'Remap a shortcut' nothing happens. I ran PowerToys as admin and I saw no change in its behaviour.

✔️ Expected Behavior

Expected output would be the opening window with keybinds selection.

❌ Actual Behavior

It does not open the keyboard manager.
