Summary of the new feature/enhancement

This was a really nice easy feature that was present in the original PowerToys (2006). Right click menu item in file explorer allows you to open the command prompt in that directory. (sometimes you don't want powershell)

Proposed technical implementation details (optional)

Within file explorer, right click in the white area or a directory node and provide a context menu item titled "Command Prompt Here". When clicked, this will open the Command Prompt at the selected directory.
Additional feature: Admin Command Prompt Here.. Same idea but opens as an Admin.

I'm using this .reg file (and SetALC to modify registry permissions) to add "Open Command Prompt here" entry (with no Shift pressed)
But I have to apply it after every Insider update..

There needs to be a TOP level Elevated "Open command window here"

There also ought to be an Elevated PowerShell and option for PowerShell ISE and Elevated PowerShell ISE.
