In the following files,
MSFT_TeamsEmergencyCallRoutingPolicy.psm1 at the function Test-targetResource method the parameter $credential is mandatory.
MSFT_TeamsEmergencyCallingPolicy.psm1 at the function Test-targetResource method the parameter $credential is mandatory.

If we want to use certifcatethumbpring and application id , $credential should not be mandatory.
Please remove mandatory.

Issue: when using certficate thumbpring and application id these 2 configuration fails for DSCconfig.
