Initial PR was created against iOS 15 Beta. Have now verified basic functionality with iOS 15.0 (released). I think @lucasjhall was able to verify similar with iOS 15.1. The major change between versions was the JSON structure of the tokens (as updated in a revision of the the DM POC server at https://gist.github.com/jessepeterson/5a633f627bfc23f74153add89aee07f1). |

Implements Declarative Management HTTP hand-off. That is — it extract the declarative management "endpoint" key and data and dispatch to another, real, HTTP server. Use the
-dmswitch and theEndpointkey will be appended to that URL. The enrollment ID is also passed along in a header. See the modified Operations Guide in this PR for more docs.
