Run tests via setup.py, and mark and skip by default slow tests. Enable these tests in Travis-CI

This is a rough draft of the functionality that we need. Non-truncated mode (i.e. ISO 2004) date/time expressions pass the test suite, as do some date/time manipulations in the test suite.
@matthewrmshin, have a look.
