…th openmp. Also don't need to test thread oversubscription on Linux, that's an very paranoid test and we need to cut down runtime.

Attempting to reduce the number of CI configs and pin versions to ease maintenance going forward. Also trying to fix the current CI failure due to the
ubuntu-latesttag update.
