Bump webpack-dev-middleware and @storybook/react

Removes [webpack-dev-middleware](https://github.com/webpack/webpack-dev-middleware). It's no longer used after updating ancestor dependency [@storybook/react](https://github.com/storybookjs/storybook/tree/HEAD/code/renderers/react). These dependencies need to be updated together.


Removes `webpack-dev-middleware`

Updates `@storybook/react` from 6.5.16 to 8.2.9
