tools/torchscript_e2e_test.sh is all green.

This needs a few passes I put into torch-mlir/lib/RefBackend (not to be
confused with npcomp/lib/RefBackend, which will soon be deleted).

For the sake of review, since this brings together a lot of things, I
split this into its own commit. I temporarily commented out some "list"
stuff that we are going to remove as part of the torch-mlir refocus.

@cathyzhyi This will conflict with #312 (the new refback doesn't support int64 type yet, but it is easy to add). If this goes in first, feel free to comment out that test and point me at it to add the necessary support.

Bring up new RefBackend.
a818ccf 
`tools/torchscript_e2e_test.sh` is all green.

We may want to have a cmake flag to control whether including rebackend/execution-engine for low dependency builds that don't need it. But can do that later.

Yep, I figured that we could roll that in with a few other things that would be nice for a nice trim distributable build.
