The PDF preview should default to "Document," not "Thumbnail"

Summary

Based on @navakk9 and Jessica's observation.

We were confused why we couldn't view a pdf that Navya had just uploaded, and didn't realize that (1) preview was set to thumbnail by default (2) that we needed to switch to that in order to scroll through the pdf

Would suggest that the default be set to "Document"

Another thing is that the dropdown does not look clickable, or that there are options inside to choose from.
