What type of PR is this?

What this PR does / why we need it:
This PR adds a provider for kcp, a prototype of a Kubernetes API server.

Special notes for your reviewer:
By default, kcp's apiserver doesn't know nodes out of box. This introduces some specialty. For examples:

  • We prompt the user to create the nodes.core CRD which is available from kcp;
  • We directly returns in the implementation of RunSSHCommand.

Does this PR introduce a user-facing change?:

Hi @waltforme. Thanks for your PR.

I'm waiting for a kubernetes member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.
