opentelemetry use git instead of curl

What this PR does / why we need it:

looking into logs, seems curl fails to download opentelemetry-cpp-contrib tar file:
#8437 (comment)
open-telemetry/opentelemetry-cpp-contrib#141 (comment)
This PR switches from curl to git.
