What this PR does / why we need it:
Bumps CAPI to latest patch release v1.4.2 in release-1.4.x release series and other tools/deps (cert-manager, kind, controller tools) accordingly.
Edit:
This PR makes sure we use the controller tools version v0.11.4 used in CAPI v1.4.2 everywhere.
