TFMA 0.21.1 installs TF 2.1 anyways. Also TFMA+Beam is incompatible with Python 3.5, but compatible with Python 3.6

* Visualizations - Updated the TFMA version * Updating the base image TFMA 0.21.1 installs TF 2.1 anyways. Also TFMA+Beam is incompatible with Python 3.5, but compatible with Python 3.6 * More licenses * More fixing licenses * Updating TFDV as well * Added libcairo2-dev to fix license and source code generation * More packages due to licensing... * One more license
