This moves the compiler and tests to go 1.16. Unlike kolide#713, it does not pull in any new features

Go 1.16 has been released
Notable changes:
embedpackage, means we can ditch go-binutilsioutilsdeprecationvetdisallows reflect.StringHeader. But it looks to be an unneeded usage
