See babel/babel#12632. This is supposed to be a fully transparent change but I'm going to be cautious and release it under a major bump, because of the variety of resolution behaviors in different contexts.
Pinning TS toResolved.4.1.5because 4.2 is not yet supported by typescript-eslint. See typescript-eslint/typescript-eslint#2935.
