Start testing on Python 3.13. This PR:

  • Bumps the default (standard) version to Python 3.12
  • Bumps the pre version to Python 3.13

cc @krassowski to double check this will not have any effect on the lab CI, w.r.t the ongoing work in jupyterlab/jupyterlab#16852
