Bug fix release for issue#3

Minor release that fixes a bug where a subscriber might not get the latest update in a Signal.

Initial release

This is the initial beta release of Boutique. There are no known bugs at this time and no expected API changes, but this is not guaranteed. It is expected that the documentation will continue to change before a final release.
