SyntheticPlugin neglected to include manifest in classes JAR #893

A bug I found in #659: https://jenkins.io/jep/200 did not whitelist synthetic plugins, because it expected the actual classes JAR (unpacked from inside the *.jpi) to include a valid plugin manifest. maven-hpi-plugin uses the same manifest for both, so I am following suit.
