Adding conan recipe for building the ISMRMRD library. The PR also adds a build pipeline that tests this workflow. Interestingly this allows static builds of the ISMRMRD library including with dataset support.
conanis also added to the devcontainer for development purposes, but note that compiler detection in conda environment does not work well (conan-io/conan#14575). There is a pr to solve that.
