chore(deps): update gRPC dependency

PR #12561 requires a lot of dependency updates, so breaking them out into separate PRs.

Updated just gRPC, to isolate any related regression to one commit/PR. (This one is the most likely to cause trouble later.)

It appears that no code changes were required to support this update.

Required for all PRs

• Updated associated README.md.
• Wrote appropriate unit tests.
• Pull request title or commits are in conventional commit format
