chore(inputs/system): update gopsutil dependency

PR #12561 requires a lot of dependency updates, so breaking them out into separate PRs.

Dependency github.com/shirou/gopsutil/v3 is losing type host.Warnings, which plugin inputs/system checks for in the returned error from host.SensorsTemperatures(). As it turns out, host.SensorsTemperatures() no longer ever returns this type, so the check can be removed from Telegraf, as we update the dependency.

Required for all PRs

• Updated associated README.md.
• Wrote appropriate unit tests.
• Pull request title or commits are in conventional commit format

Thanks for splitting these out. I worry each time we update gopsutil in particular as it has been the source of regressions or breaking changes.

Looking at the change log:

• v3.22.10: nothing breaking, looks like fix for windows partitions might be helpful
• v3.22.11: completely retracted
• v3.22.12: nothing stands out
