feat: Add binary parser

• Updated associated README.md.
• Wrote appropriate unit tests.

resolves #6804
replaces #7030

This PR adds a parser for binary data formats. To mention some highlights, you can specify multiple configurations with filters to handle multiple message types as well as dynamic strings. The parser is in new-style only.
