feat: check for Binaryen installation #725

Description

TinyGo requires Binaryen for its WASM support. On MacOS, the Homebrew package for TinyGo automatically installs Binaryen, but on Windows, the Scoop package does not. Thus, we should check for Binaryen separately and give install instructions if its missing.

Checklist
