This PR updates CI to use maintained and newer versions of various GitHub Actions. It additionally will contain any other fixes needed to make CI return green again.

This is a ~6 month increase from the previous 1.60.

I've decided to raise the MSRV to 1.64 (from 1.60) in this PR as well, as opposed to spending more hours trying to find the perfect set of minimal lockfile versions that compile with Rust 1.60. This is a ~6 month increase over the last MSRV so hopefully it doesn't impact anyone too badly.
