What does this PR do?
Fixes: #30339 - before this PR the underlying loading device was automatically inferred by PEFT that loads the adapter on other devices than one would target it
Also fixes an issue when passing
{"device": device}toadapter_kwargsasdevicedoes not get popped from the kwargsAll PEFT tests pass with this fix
