What does this PR do?
This PR will fix the restart issue in intel Gaudi3 system because of memory/bandwidth requirement. Here we will use the deepspeed Zero3 stage in ds_config.json file instead of stage2 for deepspeed to further relax the requirement which is verified without restart issue.
