What does this PR do?
Currently, our
pipeline_utils.pyfile has got a lot of code filled with many utility methods. As maintainers, we often have to deal with this file to verify things. It gets convoluted at times to scroll through the entire file.To that end, this PR moves all the utilities to a
pipeline_loading_utils.pyfile to keep thepipeline_utils.pycontents relatively manageable and to the point.
