Move SDXL T2I Adapter lora test into PEFT workflow

What does this PR do?

Since we now need PEFT to load LoRAs, we should move this SDXL T2I Adapter test into the PEFT runner. It's failing because PEFT isn't installed in the Pipelines test runner.
