Now specify the latest version supported by the device.
Also correct the version check for our own implementations of packUnorm4x8 etc.
Might help #13668 ? Not sure what that might be. Maybe shader depal is somehow too heavy... Adreno used to be stuck on the old separate-depal path in GL due to a misplaced compatibility check.
Fixes the latest issue in #13308.
