Bump pynecil to v4.0.1

Proposed change

Bump pynecil to v4.0.0 and remove usb_pd_mode entity due to incompatible change in library. The option will be re-added as select entity in a follow-up PR. This isn't a breaking change, as the commit in which the usb_pd_mode switch entity was added hasn't been shipped yet.
