What does this PR do?
This Pull Request enhances the functionality of built-in datasets by aligning them with the HF_ENDPOINT environment variable. This adjustment facilitates more efficient dataset acquisition from https://huggingface.co/, particularly in settings where network connectivity is limited.
eg. When set HF_ENDPOINT to mirror "https://hf-mirror.com", built-in datasets will be downloaded through mirror along with models.
