Rate limit on contest submissions should be $0.0005

Describe the bug

According to #8473 the min eth balance required for submitting posts is 0.0005. It appears (as shown in the screenshot below) that the current implementation sets the eth balance required at 0.05

Reproduction steps

• go to https://commonwealth.im/post-your-walks/discussions/Post%20Ws and navigate to the topic "post Ws"
• ensure that the eth balance in your wallet that is on Base is less than $0.05
• Try to submit a post

Actual behavior

• unable to submit the post and throws an error saying I need a balance above 0.05

Expected behavior

• I should be able to post to a contest with a balance over 0.0005
