The key differences are to: 1. Not track changes over long periods of time and potentiallly across wallets. It’s not really managable. So no burns at the end of 12 months. This does remove a burn opportunity whch needs discussion 2. Note that ALL referral rewards allocated for a given reward epoch are emitted to eligible referalls. This may not match all referral program types but also followes the typical early adoptor rush employed in existing hotspot and subscriber phases
