Proposed fix for #9860
This brings the same values that are set on the
execandjavadrivers to theqemudriver and enable it to shift into a bridge network namespace with a workload. Port forwarding does not work for other reasons; however, this change enables users to configure QEMU's vnc server and connect to it with a sidecar task using an isolated localhost. (See the jobspec in #9680 for more details)
